Yes, both lines are connected to the network at all times and you can make and receive calls from either phone number. With iOS 13, when you're on a call on one number, and your other phone number is set up to support Wi-Fi Calling and has Allow Cellular Data Switching turned on, you will be able to answer incoming calls on that number while you are on the other line. If you ignore the call and you have voicemail set up, you’ll get a missed-call notification and the call will go to voicemail.
